NOTICE OF REQUEST FOR LEGAL SERVICES PROPOSAL The Town of Ansted, located in Fayette County, West Virginia, is in the process of obtaining legal services for a wastewater extension project. Professional services will be needed to provide: (1) Advice, counsel and approval of contracts; (2) Bid bonding approvals and other approvals by the funding agencies; (3) Preparation and submission of required information to the West Virginia Public Service Commission; and (4) Any other duties requested by the Town pertaining to this project. Procurement of said services shall be in accordance with OMB Circular A- 102, Attachment 0, Section 11, paragraph C(5). Contracts are to be awarded on a per/hour rate with a ceiling amount. All attorneys interested in being considered for this project must submit a proposal detailing qualifications, technical expertise, and related prior experience. The Town of Ansted may also need legal services for the preparation of easements, rights-of-way, deeds and title searches pertaining to the proposed project. The objective of the competitive process is to objectively select the attorney who will provide the highest quality of service at a realistic fee. Accordingly, technical qualifications and experience will be weighed heavily. Attention is directed to the fact that the project may be undertaken with a combination of State and/or Federal funds and all work must be performed in accordance with all applicable laws, rules and regulations. The selected firm must comply with all applicable federal and state requirements associated with the funding source, including nondiscrimination, equal employment opportunity, and disadvantaged business enterprise requirements as required by law. The project sponsor will afford full opportunity to all qualified firms that submit a response to this request and will not discriminate against any interested firm or individual on the grounds of race, color, national origin, sex, age, disability, or other protected status as provided by law. This contract will be awarded to the responsible offeror whose proposal is within the competitive range and determined to be the most advantageous to the Project Sponsor, price and other factors considered.
