ATTORNEY II The West Virginia Lottery is seeking an Associate General Counsel to perform legal work under the general supervision of the Associate General Counsel. Performs full performance legal work for the WV Lottery Commission. Assist Associate General Counsel with legislative bill drafting emergency policy, and procedural rules. Draft pleadings and other legal memoranda in litigation and administrative hearings. Will prepare legal memos on regulatory and compliance matters. Participate in the RFP contract process, interpreting purchasing rules and regulations, and providing legal guidance to management. Respond to FOIA requests. Research regulatory matters in the direction of the Associate General Counsel and the Lottery Director. Reviews and approvals of a variety of contracts relating to marketing, security, licensing, finance and administration, etc. Consults with agency staff on the interpretation of court opinions, the interpretation and application of statutes, rules and regulations, commission and director policy, minimum internal controls, casinos internal controls and house rules.
